Government Limits

Students complete sentence starters describing powers and limitations of the national government under the Articles. They write full sentences showing what Congress could do and what it struggled to do, using historical knowledge. The activity reinforces understanding of trade control, taxation, foreign relations, and amendment requirements. It strengthens written expression while helping students articulate the reasons the early government was ineffective.
